Based on the BSP’s 2021 Financial Inclusion Survey, only 17% of Filipino adults have private insurance, down from 23% in 2019. Even when PhilHealth is included, overall coverage reaches just 48%. Data from the Insurance Commission shows insurance penetration at only 1.79% of GDP as of the second quarter of 2025, pointing to a clear protection gap.
