STT GDC Philippines AI readiness report
ST Telemedia Global Data Centres (STT GDC), a Singapore-based data centre colocation provider, has released Philippines-specific insights from its latest report, Mind the Gap: Bridging the AI Infrastructure Readiness Divide.

The findings point to strong AI adoption across organizations in the country, alongside clear limitations in infrastructure and operational readiness
.
Majority of Organizations in Early Deployment Stage
According to the study, 79% of Philippine organizations are in the “Builder” stage, where AI solutions are already being deployed in operations.

However, progression beyond this stage remains limited. Only 2% have reached the “Integrator” stage, while none are classified as “Leaders.” Another 19% remain in the “Explorer” phase. This distribution highlights a significant drop in advancement beyond early deployment, suggesting challenges in scaling AI across broader systems.

Infrastructure Constraints Identified as Key Barrier
The report identifies infrastructure as a primary limitation. There are 71% of respondents cite insufficient compute capacity, storage, or network bandwidth as the main obstacle to advancing AI initiatives.

While existing systems may support basic workloads, the same percentage also reports that latency, bandwidth constraints, and network bottlenecks are already affecting performance. These issues limit the ability to handle more complex or data-intensive AI applications.

Talent Shortage Continues to Impact Progress
Beyond infrastructure, the study also highlights gaps in workforce capability. With 76% of organizations report significant AI talent shortages, while 53% acknowledge a lack of in-house expertise to manage advanced AI infrastructure and operations.

In addition, 94% of respondents describe their organizational culture as cautious or uncertain toward AI, indicating that adoption challenges extend beyond technical limitations.

“The data shows a clear pattern — Philippine organizations are investing and experimenting with AI, but many are reaching an infrastructure and capability ceiling,” said Carlo Malana, President and CEO, STT GDC Philippines. “Compute, storage, and connectivity constraints, combined with a shortage of specialized operational expertise, are making it difficult to move from pilots to reliable, scaled deployment. Addressing these challenges together is essential if organizations are to fully realize the value of AI.”

Gap Between Expected Growth and Readiness
Looking ahead, 46% of organizations expect AI workloads to grow by more than 50% within one to three years. Despite this, only 3% report being ready to scale high-demand AI workloads. Investment levels also remain relatively low, with 86% of respondents allocating 5% or less of their total IT budgets to AI.

The report reflects a market that is actively adopting AI but still constrained by infrastructure, talent, and investment limitations. While early-stage deployment is widespread, scaling AI across organizations remains a key challenge moving forward.
