Google is tightening its requirements for Android apps as it pushes developers to use memory more efficiently. Starting in February 2027, apps and games distributed through Google Play will need to meet new thresholds for memory usage, bitmap usage and DEX code optimization. 

The changes are designed to reduce excessive memory consumption, improve app stability and help prevent one demanding app from affecting the overall performance of a phone.

The move is particularly relevant for phones with 4GB of RAM, where available memory is more limited. However, Google's requirements apply across different RAM configurations, so the change is not limited to budget smartphones.

Why Google Is Changing the Rules

RAM allows Android to keep apps available in the background so users can switch between them quickly. When an app uses excessive memory, the system may have to reclaim resources from other applications, resulting in app reloads, slower starts, lost app states and increased CPU and battery usage. Android 17 addresses this at the system level with memory limits based on a device's total RAM, while Google Play is adding new quality thresholds to encourage developers to address excessive memory use in their apps.
Google says the mobile industry is also facing hardware supply constraints that are affecting device memory availability. Instead of relying on phones with increasingly large amounts of RAM, the company wants developers to make their software more efficient.

4GB RAM Phones Could Benefit the Most

Phones with 4GB of RAM have less memory available for Android and applications than devices with 8GB, 12GB or 16GB, making them more sensitive to memory-heavy software. Google's current Play Console documentation sets a 2GB 90th-percentile threshold for foreground apps on 4GB RAM devices, with different thresholds for background and user-perceived services. The limits increase for phones with more RAM, while games have higher thresholds to account for their heavier workloads.
These figures are important because they are not simply hard RAM caps that every app must stay below at all times. They are Google Play's bad-behavior thresholds, based on real-world Android vitals data. Developers are being asked to prevent their apps from consistently showing excessive memory usage on users' devices.
For someone using a 4GB smartphone, better-optimized apps could mean less pressure on the system and fewer situations where Android needs to remove other apps from memory.

What Developers Need to Optimize

Google's new requirements cover dynamic memory usage, bitmap memory usage and DEX code optimization. Dynamic memory measures an app's private memory, including active and compressed memory, while bitmap memory focuses on RAM consumed by images. Google is also requiring apps on Google Play to have at least 25% coverage across optimization, shrinking and obfuscation for their DEX code, using tools such as R8 or another code-shrinking tool.
This means developers will need to look beyond an app's download size. An application can be relatively small when installed but still consume significant RAM while running because of images, cached data, background processes and unnecessary code. Google is therefore encouraging developers to remove unused code, optimize image handling and fix memory leaks that cause applications to hold resources longer than necessary.

What Android 17 Does

Android 17 introduces system-level app memory limits based on the amount of RAM available on a device. If an application exceeds its applicable limit, Android can terminate the process to protect overall system stability. Google designed the feature to prevent a single memory-heavy or leaking application from consuming enough resources that the operating system has to close multiple other apps in the background.
This works alongside the new Google Play requirements, but the two are not the same. Android's memory limiter operates directly on the device, while Google Play's new thresholds use Android vitals to identify apps that consistently demonstrate problematic memory behavior.

What This Means for Phone Users

For most Android users, the changes will happen behind the scenes through future app updates and newer Android versions. The main potential benefit is better multitasking because applications that use memory more efficiently should put less pressure on the system. On phones with limited RAM, this could help reduce unnecessary background app closures and the need to reload recently used applications.
A 4GB phone will not suddenly perform like an 8GB or 12GB model because the physical RAM remains unchanged. However, efficient applications can make better use of the available memory. The overall experience will still depend on other hardware and software factors such as the processor, storage speed, thermal management and the phone manufacturer's Android implementation.

Older Phones Could Benefit Too

Better memory efficiency could help older smartphones remain usable for longer because applications often become more demanding as developers add features. A phone that performed well when it was released can feel slower several years later as newer versions of popular apps consume more memory and system resources. Google's requirements could help limit some of that growth, particularly on devices with 4GB or 6GB of RAM, although they cannot overcome limitations caused by aging processors or slower storage.

Google Will Enforce the Requirements in 2027

Google will begin enforcing the new memory and code optimization requirements in February 2027. Apps and games that fail to meet their applicable thresholds may face reduced visibility and publishing capabilities on Google Play. Google has already begun rolling out tools in Play Console that allow developers to monitor dynamic memory, bitmap usage, out-of-memory crashes and DEX optimization.
For users, there is nothing they need to configure. The impact will come through app updates as developers optimize their software to meet Google's requirements.

What This Means for 4GB RAM Phones

Google's changes will not make a 4GB smartphone as powerful as a flagship with 12GB or 16GB of RAM, but they could help affordable and older devices make better use of the memory they already have. If developers reduce unnecessary memory consumption, optimize images and remove unused code, Android will have more room to manage background processes and keep the overall experience responsive.
The bigger change is that app efficiency is becoming a more important part of Google's Android and Google Play requirements. Instead of allowing applications to continually consume more resources as smartphone hardware improves, developers will have to consider how their software performs across different RAM configurations.
For Android users, especially those with 4GB and 6GB phones, that could mean a smoother and more consistent experience as apps continue to evolve.
